ملخص
الشفافية تعني الوضوح والمصارحة والمكاشفة في الإدارة العامة، وهذه المعاني تظهر جلية في التطبيقات النبوية، وتقوم الدراسة على جمع ودراسة وتحليل المواقف النبوية في هذا المجال، وبيان كيفية تطبيق الشفافية في السنة النبوية، ووسائل وأهداف وقيود الشفافية.
وتبين من الدراسة أن تحقيق العدالة والمساواة والقضاء على الفساد كان من أهم أهداف الشفافية التي حققتها السنة النبوية، وذلك من خلال المكاشفة والمحاسبة وغيرها من الأساليب، وفي ذات الوقت وضعت السنة النبوية قيوداً على الشفافية حفاظاً على المصالح العليا للدولة الإسلامية، ومراعاة للقضايا الشخصية .
وأوصت الدراسة بضرورة التوسع في دراسة الشفافية في السنة النبوية، وتطبيقها في شتى المجالات الإدارية.
Abstract
Transparency means clarity and frankness and openness in public administration, these meanings appear clearly evident in the applications of the Prophet. This study aims at collecting and analyzing the attitudes of the Prophet in this area , and it indicates how to apply transparency in the Sunnah , the means ,the goals and limitations of transparency.
The study concluded that the achievement of justice and equality was the most important goal of transparency achieved by the Sunnah , through disclosure, accounting and other methods; and at the same time, the Sunnah laydown some restrictions on transparency in order to preserve the higher interests of the Islamic state, taking into account issues of personal information.
The study recommended the expansion of the study of transparency in the Sunnah, and its application in various administrative areas .
