الملخص
تحاول هذه الدراسة تتبع تطور مفهوم الشرطة في الأندلس في عهد الدولة الأموية الثانية، بقسميها الكبرى والصغرى، وبروز مصطلح جديد هو الشرطة الوسطى، مع تحديد اختصاصات كل منها والمهام الموكلة إليها، مع ذكر أسماء من تولى هذا المنصب في الدولة الأموية الثانية، وما مدى علاقة صاحب الشرطة بغيره من مؤسسات الدولة الأخرى كصاحب المدينة والقضاء وصاحب السوق (الحسبة) والبريد (العيون). إذ إن هناك علاقة وثيقة بين نجاح هذه الخطة - خطة الشرطة - وبين حفاظها، قولا وعملا، بما جاء بالشريعة الإسلامية التي هي غاية خطة الشرطة في الدولة العربية الإسلامية.
Abstract
This study tries to show the development of the concept of police force in Al-Andalusia (Spain) notably in Ommiad second state era, in its two parts, the greet, and the small part. And the emergence of new concept of middle police force, with the definition of this branches and responsibilities, and giving the names of those who held this post in Ommiad second stage. Equally it shows the relationship between the policemen and other stuff institutions such as the governor, the Jurisdiction system, the market officer, the post service and detective. Since there is a strict relationship between the successes of this plan, i. e. Police plan and the keeping of law and order in accordance of Islamic jurisdiction in practical and meaningful way, since this is the ultimate goal of the police system in the Arab Islamic State.
