إشكالية التحولات السياسية في اليمن ؛ الفرص والتحديات 1990 - 2012

Abstract

ملخص ناقشت هذه الدراسة عملية التحول السياسي في اليمن خلال عقد التسعينات من القرن العشرين "المرحلة الأولى"، ومن بداية الألفية الجديدة إلى آخر انتخابات رئاسية شهدتها اليمن عام 2012م "المرحلة الثانية"؛ وقد تم استخدام المنهج التاريخي ومنهج تحليل النظم من خلال دراسة تطور عملية التحول وتحديد مدخلاتها ومخرجاتها. كما تناولت الدراسة العوامل التي ساهمت في تسريع عملية التحول الديمقراطي، سواء أكانت عوامل داخلية أم خارجية، سياسية واقتصادية واجتماعية. وتضمنت الدراسة بالتحليل والدرس موضوع الانتخابات النيابية، وأهمية ممارسة اليمنيين عملية الانتخاب وانعكاساتها على الحياة السياسية في اليمن؛ بالإضافة إلى الانتخابات الرئاسية وتأثيرها على النهج الديمقراطي في اليمن، مروراً بثورة الشباب اليمنية 2011م التي أدت إلى تنحي "الرئيس علي عبد الله صالح" عن الحكم، وإجراء انتخابات رئاسية مُبكرة في عام 2012م ، أسفر عنها تولي المرشح "عبد ربه منصور هادي" رئاسة الجمهورية اليمنية. هذا وقد تناولت الدراسة طبيعة العقبات التي واجهت التجربة الديمقراطية في اليمن وكيفية التعامل معها، وتوصلت الدراسة إلى أن عملية التحول السياسي في اليمن ذات طبيعة معقدة تساهم فيها عدة عوامل سياسية واقتصادية واجتماعية، سواء على الصعيد الداخلي أم الخارجي. "The Problem of Political Transitions in Yemen: Opportunities and Challenges" Abstract This study discusses the political transitions in Yemen during the nineties of the twentieth century, "phase I," which is the beginning of the new millennium until the last presidential election Yemen has witnessed in 2012, which is considered the beginning of "Phase II." The historical and analytical approaches are used throughout the study of the transitional process, determining its inputs and outputs. The study also addresses the factors that contribute to the acceleration of the democratization process, whether internal or external, including: political, economic and social developments. The study includes analysis of the Multi-parliamentary elections, and the importance of Yemeni citizens practice of election process and its impact on political life in Yemen; in addition to the presidential election and its impact on the democratic process of Yemen, passing through the youth Yemeni revolution in 2011 that led to the resignation of President "Ali Abdullah Saleh" from his position, and the holding of early presidential elections in 2012 that resulted in the winning of the candidate "Abed Rabbo Mansur Hadi." This study addresses the nature of the obstacles facing the democratic experience in Yemen and how to deal with it. It concludes that the political transition process in Yemen has a kind of a very complex nature, due to various political, economic, and social powers of both internal or external dimesions.
