ملخص
يهدف هذا البحث إلى محاولة إدراك دور البيروقراطيات الدولية في السياسة العالمية، وأساليب ومجالات تأثيرها كأجهزة تنفيذية على المستوى الدولي. ولهذا سوف نقوم بالتطرق إلى مفهوم البيروقراطيات الدولية وكيفيات انتقال العمل البيروقراطي من المستوى المحلي إلى المستويات الدولية، ثم نتعرض إلى مجالات تأثير البيروقراطيات الدولية في السياسة الدولية سواء على المستويات الإدراكية أو المعيارية أو التنفيذية، وأخيرا، نقوم بتحليل تأثير البيروقراطيات الدولية في مجال السياسة البيئية العالمية.
إن فهم الطبيعة البيروقراطية الفيبرية للمنظمات الدولية، سوف يساعدنا على فهم الأدوار التي تقوم بها في مجال السياسة العالمية، وتحديد أهم المعيقات المؤسساتية التي تعيق هذه الأدوار، ومعرفة سبل إصلاح المنظمات الدولية من زوايا تسييرية وتنظيمية لرفع أدائها الوظيفي وإثبات نجاعتها في تسيير المصلحة العامة العالمية في مختلف مجالاتها وأنظمتها.
"The Roles of International Bureaucracies in Global Politics"
Abstract
The aim of this article is to provide a perception of the roles of international bureaucracies in global politics, and the modalities and fields of its influence as executive organs in the international level. In order to do this, the study touches upon the definition of international bureaucracies and the modalities of the transition of bureaucratic model from the domestic level to the international ones. After showing the major fields of influence of the international bureaucracies in international politics in the cognitive, normative and executive levels, the researcher analyzes the influence of international bureaucracies in global environmental politics.
The Weberian concept of the Natural Bureaucracy of international organizations might give us the opportunity to understand the roles of
international organizations in the field of global politics, and define the major institutional problems that might deter these roles. This research also defines the fields of managerial and organizational reforms in international organizations in order to take-up their functional performance and efficacy in the management of global and public interest.
