الوظيفة العامة في الفكر الإسلامي

Abstract

بين البحث المفاهيم العامة، والمبادئ الأساسية التي ترتكز عليها الوظيفة العامة في الفكر الإسلامي، والتي تهدف إلى رفع كفاية الوظيفة العامة، واستتباب نسق منظم للأداء الرشيد، يحقق للمجتمع أهدافه في ديمومة سير المرافق العامة. بالإضافة إلى الموظف العام المنوط به مسؤولية الاضطلاع بأعباء تلك الوظيفة العامة، ومهامها، وضرورة أهليته لتولي الوظيفة، وما ينبغي توافره من ضمانات تتيح له القدرة على مباشرة اختصاصات وظيفته ، إلى جانب الضمانات التي توفر له الاستقرار الوظيفي، لينصرف إلى الإنتاج والعمل المستمر المنضبط وفق مبادئ من تلازم السلطة، والمسؤولية، ووحدة القيادة والأمر ، وما تستلزمه من إطاعة الرؤساء وتنفيذ أوامرهم، ضمن حدود الشريعة الإسلامية. Abstract The study showed the general concepts and main principles on which the public job based on within the Islamic system, which aim to raising the competency and efficiency of the public job, as well as completing the rationale performance that achieves the objects of the community in the public sectors, and to sustain their works. Moreover, the study shed light on the tasks of the public employee who shall perform this public job, his/her tasks and the needs that he/she should be capable to handle the job, and the guarantees that enable him/her to initiate his duties, as well as the guarantees that provide him/her with the job security and stability so be dedicated for production and continuous work in accordance with the principles of authority, responsibility, unity of leadership, and command, as well as the needs to obey the instructions issued by the supervisors and implement thereof in accordance with the orders of Islamic jurisdiction.
