يتناول هذا البحث بالدراسة المركز القانوني لرئيس المجلس التشريعي، وذلك من خلال دراسة مقارنة لعدد من التشريعات العربية والأجنبية بهذا الخصوص، وقد تناولنا في مبحث تمهيدي بيان مفهوم العمل البرلماني والاختصاصات التي يتمتع بها البرلمان بشكل عام وواجبات عضو البرلمان، قبل أن نشرع في مبحث أول ببيان السلطات والصلاحيات التي يتمتع بها رئيس المجلس التشريعي على وجه الخصوص مع بيان مواقف عدد من التشريعات المقارنة، ثم في مبحث ثاني تناولنا بالشرح تقييم السلطات والصلاحيات التي يتمتع بها رئيس مجاس النواب في الأردن، وفيما إذا كان المركز القانوني لرئيس المجلس في ضوء النظام الداخلي مركز رئاسي أم مركز تنظيمي إداري، وقد انتهت الدراسة بنتائج وتوصيات تتضمن ضرورة أن يكون هنالك تدخلاً من المشرع لتعديل النظام الداخلي لمجلس النواب الأردني في ضوء ما تم بيانه.

This study addresses the legal status for the president of the legislative council, through a comparative study for a number of Arabic and foreign legislations in this regrad. The researchers discussed in a preliminary topic the concept of the parliamentary work, the terms of reference granted by the parliament in general and the duties of the member of the parliament. We did so before starting the first topic to declare the authorities and powers of the president of the legislative council in particular, along with indicating the positions of a number of comparative legislations. Then, in a second subject, the researchers discussed by explantion the evaluation of the authorities and powers granted to the president of the parliament in Jordan, and whether the legal status for the president of the council, in the light of the rules of procedures, is a presidential status or an administrative organizational status. The study has concluded with results and recommendations that involve the need for intervention by the legislature to amend the rules of procedures of the Jordanian chamber of deputies in light of what has been stated.
