العلاقة بين الأمن الإنساني وحقوق الإنسان - سوريا نموذجاً-

Abstract

ملخص هدفت هذه الدراسة إلى الكشف عن أبعاد العلاقة بين الأمن الإنساني وحقوق الإنسان باعتبارهما مفهومين أساسيين في مجال الدراسات السياسية والأمنية شابهما التداخل. استخدمت الدراسة المنهج الوصفي التحليلي من خلال تحليل نصوص الاتفاقيات والإعلانات والمعاهدات الدولية والإقليمية التي نظمت حقوق الإنسان، وتوصلت نتائج الدراسة إلى أن الأمن الإنساني يختلف عن حقوق الإنسان لإرتكازه على الإصلاح المؤسسي نتيجة عدم فاعلية القواعد القانونية وحدها لضمان احترام حقوق الأفراد، وذلك لميل الدول للاعتبارات السياسية دون الاعتبارات الإنسانية رغبة في تحقيق مصالحها الخاصة، ونتيجة إنتقال الصراعات بين الأفراد داخل حدود الدولة القومية، والذي إتضح بالإنتهاكات التي إرتكبتها قوات الأمن السورية عام 2011 داخل الأراضي السورية باعتبارها جرائم ضد الإنسانية وجرائم حرب أطاحت بعناصر الأمن الإنساني الستة للمواطن السوري وهي؛ الأمن الاقتصادي، الغذائي، الصحي، البيئي، المجتمعي، السياسي، والتي تمثل إنتهاكاً لحقوق الإنسان السوري التي تتوزع في ثنايا عناصر الأمن الإنساني الستة. الكلمات الدالة: الأمن الإنساني، حقوق الإنسان، الأزمة السورية.

Abstract This study aimed to identify the relationship between the human security and human rights considering them as two fundamental overlapping concepts in the political and security studies. The study utilized the descriptive analytical approach by analyzing the texts of international and regional conventions, declarations and treaties that organized Human Rights. The results of study indicate that the human security differs from human rights due to set of reasons as illustrated below: a) Human security depends on the institutional reforms. b) The ineffectiveness of legal norms alone to ensure respect for the rights of individuals. c) The concentration of the states on the political considerations apart from the humanitarian dimensions in order to achieve their personal interests. d) The transformation of the conflict from its traditional shape between states to intra-state conflict and this obviously appeared throughout the violations of the Syrian army in 2011 inside the Syrian territories which considered as a crimes against humanity which destroy and threaten the six dimensions of human security for the Syrian citizen which is; The economic security; food security; health security; environmental security; social security, and the political security which at the end lead to violate the Syrian human rights and his fundamental freedoms.
