اختلاط الإمارة بالتجارة: الأسباب والآثار الاقتصادية في الاقتصاد الإسلامي

Abstract

ملخص تعد هذه الدراسة حساسة وضرورية في الوقت الحالي؛ بسبب الانتشار الواسع للأخبار عن الثروات المتضخمة للحكام والفقر المدقع للشعوب. وهدفت الدراسة إلى البحث في موقف الشرع من جمع ولي الأمر بين الإمارة والتجارة، والأسباب المؤدية إلى اختلاط الإمارة بالتجارة، والآثار المترتبة على هذه الظاهرة، واستعراض نماذج من مواقف أصحاب السلطة من اختلاطا لإمارة بالتجارة. وتوصلت الدراسة إلى جواز جمع ولي الأمر بين الإمارة والتجارة من وجهة نظر الشريعة على أن يكون هناك ضوابط صارمة تمنع وقوع أي مفاسد، وتوصلت إلى أن أسباب اختلاط التجارة بالإمارة تتمثل في الجنوح إلى حياة الترف والبذخ، والسعي إلى تثبيت أركان الحكم، وسهولة الحصول على المال من خلال النفوذ والسلطة، وعدم وجود القوانين الصارمة التي تحد من هذه الظاهرة، وتغرير البطانة والمقربين وبعض الجهات الخارجية. كما توصلت إلى أن أهم آثار اختلاط التجارة بالإمارة تتمثل في تراجع إيرادات الضريبة وقيام الاحتكار وتزايد معدلات التضخم والبطالة والإخلال بآلية السوق وتشويه توزيع الدخل والثروة، وتراجع الاقتصاد بشكل عام. وأوصت الدراسة بالحد من هذه الظاهرة من خلال وضع القوانين الصارمة، وتفعيل دور أجهزة الرقابة إلى جانب دور المساءلة الشعبية.

Abstract This study is sensitive and necessary now; because of the widespread of the news about the huge wealth of the authority owners and the extreme poverty of peoples. The study aimed at searching the opinion of the Sharia about the combination of the emirate and trade, the reasons of this phenomenon and the economic impacts of it, and reviewing the historical positions of the authority owner about the combination of the emirate and trade. The study shows the combination of the emirate and trade is permitted in Islamic Sharia, but the permitting must be combined with strict laws to avoid the negative impact of this phenomenon, and it shows that the causes of this phenomenon are the desire to the luxury and opulence life, the desire of Consolidation of authority, easy access to money by authority, and the lack of laws which help to stop this phenomenon. To limit this phenomenon, the study recommended enacting strict laws, activating the role of supervision, and activating the role of the Popular Control.
