الـدور الأمـريكـي في مفاوضــات الـسـلام الفلسطينيـة الإسـرائيليـة ‏ تمـوز 2013 - نيـسان 2014م.

Abstract

الملخص هدفت الدراسة إلى البحث في طبيعة الدور الأمريكي في مفاوضات السلام الفلسطينية الإسرائيلية محاولة إبراز محدداته ‏واتجاهاته، نظراً لأهمية هذا الدور في عملية السلام وتسوية الصراع في الشرق الأوسط وفقاً لقرارات الشرعية الدولية. وخاصة ‏بعد أن بدأت عملية السلام بالتراجع في سلم أولويات المنطقة والعالم نتيجة الأزمات الدامية التي عصفت بالمنطقة منذ اندلاع ‏وتصاعد ما يسمى بثورات الربيع العربي. بالاعتماد على المنهج التاريخي التحليلي الذي يفسر الأحداث ويحللها لتقديم صورة ‏واضحة حول طبيعة هذه الأحداث. ‏ وقد توصلت الدراسة إلى نتيجة رئيسة تمثلت بحالة الفشل المرافقة للمسار التفاوضي الفلسطيني الإسرائيلي والإخفاق في ‏الوصول إلى الحل النهائي وتسوية الصراع. وترتبط حالة الفشل كما يتضح من مفاوضات عام 2013م بثلاث مؤثرات رئيسية ‏هي: ‏ الأول: انفراد الولايات المتحدة بإدارة العملية السلمية والمفاوضات وانحيازها الواضح للجانب الإسرائيلي. ‏ الثاني: تعنت الجانب الإسرائيلي في التجاوب مع المطالب الفلسطينية وفقاً لما نصت عليه القرارات الدولية. ‏ الثالث: ضعف الجانب الفلسطيني على كافة المستويات، وعدم امتلاكه للمقومات التي تمكنه من الضغط على إسرائيل والولايات ‏المتحدة للوصول للحل النهائي.‏ كما لم يكن الهدف الحقيقي من المفاوضات في المنظور الأمريكي والإسرائيلي عام 2013م هو الوصول إلى حل نهائي ‏للصراع، إنما استخدمت كغطاء لتحقيق أهداف أخرى ترتبط بالدرجة الأولى بالمصالح الاستراتيجية الأمريكية في المنطقة والتي ‏من أهم مقوماتها أمن إسرائيل وتفوقها النوعي. ‏ الكلمات الدالة: المفاوضات، حل الدولتين، الدور الأمريكي، قرارات الشرعية الدولية، يهودية الدولة.‏

Abstract The study aimed at examining the nature of the American role in the Palestinian-Israeli peace ‎negotiations in trying to highlight the specificities and trends focusing on the importance of this role in the ‎peace process and the settlement of the conflict in the Middle East in accordance with the resolutions of ‎international legitimacy. Moreover, after the peace process began to decline in the priorities of the Arab ‎region and the whole world as a result of the bloody crises that have plagued the region since the outbreak ‎of the Arab Spring Revolution. The study adopted the analytical historical approach that explains events ‎and analyzes them to provide a clear picture of the nature of these events‏.‏ The study has come up with a major result, which was the failure of the Palestinian-Israeli negotiation ‎process in reaching a final solution and a settlement of the conflict. The failure situation, as evidenced by ‎‎2013 negotiations, is linked to three main influences‎‏:‏ The first is uniting the United States in the administration and negotiations of the peace process and ‎its clear bias towards the Israeli side‏.‏ The second is the intransigence of the Israeli side in responding to the Palestinian demands as ‎stipulated in international resolutions‏.‏ The third is the weakness of the Palestinian side at all levels as well as the lack of elements that ‎enable them to pressure Israel and the United States to reach to the final solution‏.‏ The real objective of the negotiations in the American and Israeli perspective in 2013 was not to ‎reach a final solution to the conflict, but rather to serve as a cover for achieving other goals that are ‎primarily related to the strategic interests of the US in the region, the most important of which is Israel's ‎security and qualitative superiority‏.‏ Key words: negotiations, two-state solution, American role, resolutions of international ‎legitimacy, Jewish state‏.‏
