Abstract

ملخص تهدف هذه الدراسة إلى إعطاء مفهوم شامل ومتكامل للإصلاح الإداري العام من منظور إسلامي. ومن أجل بناء نظرية شمولية للإصلاح الإداري بحثت الدراسة أسس الإصلاح الإداري من خلال تحليل مقاصد الشريعة الإسلامية وتقديم منظومة متكاملة من الضوابط العلمية الإدارية من الناحية التشريعية والسياسية. وقد خلصت الدراسة إلى أن الإصلاح الإداري هو عملية تغيير إيجابي وتدريجي للقوانين والأحكام تنطلق من النظم الأخلاقية المتجذرة في العقيدة الإسلامية والمرتبطة بضوابط سياسة وإدارية وقضائية. Abstract This study analyses the concept of Public administrative reform from an Islamic perspective. In addition, it provides an Islamic foundation to the topic though analyzing the objectives of Islamic Law in order to establish a theoretical understanding for public administrative reform. The study has come to the conclusion that the public administrative reform in Islam is a gradual positive change in laws and regulations stemmed from stable code of ethics rooted in the Islamic creed.
