الملخص
تبحث هذه الدراسة في تقييم مشاركة المرأة في مجلس النواب الأردني الرابع عشر بين عامي 2003-2007م، للوقوف على مستوى أدائها مقارنة بزميلها الرجل في العمل البرلماني في ضوء إصدار قانون مؤقت يمنح المرأة ستة مقاعد للتنافس عليها للوصول إلى عضوية المجلس النيابي. وتنطلق الدراسة من فرضية مؤداها أنه لا يوجد اختلاف جوهري في الأداء بين الرجل والمرأة في البرلمان، وأن أداء المرأة لا يختلف عن كونها عضواً في البرلمان أو في تنظيم سياسي، وأن إنجازها عبر مشاركتها في البرلمان يتأثر إيجاباً بالخبرة التي تكتسبها في مجلس النواب. واعتمدت الدراسة على المنهج التحليلي والإحصائي لقياس مستوى المشاركة النسائية البرلمانية في المجلس ولجانه وأجهزته المختلفة ولمعرفة أثر قانون الكوتا النسائية في تمكين المرأة سياسياً من الوصول للبرلمان والمشاركة في الوظيفة التشريعية والرقابية والسياسية للمجلس في المدة المحددة.
Abstract
This study focuses on the evaluation of womens participation in the Jordan House of Representatives between 2003-2007, to know the level of their performance compared with their colleagues men in the parliament after the issue of interim law that gave women 6 seats in the Lower House. This study is based on a hypothesis that there is no genuine difference between men and women performance in the parliament, and there is no difference in the role played by women themselves in hte Parliament, or political organizations. Moreover, the achievement of women in the parliament is positively affected by their experience in the Lower House. The study used the analytical and statistical methodology to measure the degree of women participation in the Lower House, its committees and other machines of the House, to conclude the impact of the Quota Law on women participation and to enable them to reach the Parliament and become part of its legislative and monitoring functions for four year.
