Abstract: الملخص تهدف هذه الدراسة إلى تفحص السياسة الأوروبية تجاه عملية السلام للنزاع الفلسطيني الإسرائيلي في عقد من الزمن؛ منذ اتفاقية ماستريخت عام 1993، الاتفاقية التي أوجدت الاتحاد الأوروبي، وذلك للتعرف على الدور الأوروبي في العملية السلمية ومحدودية هذا الدور مقارنة بالدور الأمريكي. والتعرف على محددات هذا الدور دولياً وإقليمياً وداخلياً، والتعرف على الرؤى الخاصة لكلا الطرفين فيما يتعلق بالتسوية السلمية، دون التركيز على تتبع خطوات هذه العملية أو بحت طروحات ومبادرات الجانب الأوروبي بالتفصيل. وقد بينت الدراسة عجز الاتحاد الأوروبي السياسي عن الدخول بقوة في العملية السلمية والتأثير فيها بما يتناسب مع ما يقدمه من دعم اقتصادي ومالي لطرفي النزاع، نتيجة لعدة عوامل؛ وعلى رأسها هيمنة الولايات المتحدة عالميا بعد انتهاء الحرب الباردة حتى احتلالها للعراق، ورفضها إشراك الاتحاد في العملية السلمية، وعدم قدرة الاتحاد الأوروبي على تشكيل سياسة خارجية موحدة، والتباين بين الدول الأوروبية الرئيسة في توجهاتها نحو التسوية، وتوسع الاتحاد شرقاً، ورفض إسرائيل للمشاركة الأوروبية، وحالة الضعف والتشتت العربي. وأظهرت الدراسة أيضاً أنه يوجد أوراق ضاغطة بيد الاتحاد الأوروبي إذا أحسن استخدامها فسوف تتمكن من لعب دور نشط في عملية التسوية السلمية للنزاع الفلسطيني الإسرائيلي، ومنها المساعدات الأوروبية لإسرائيل، والعلاقات التجارية بينهما، وتعاظم أهمية الاتحاد الاقتصادية دولياً وإقليماً. Abstract This study aims at examining the European policy towards the peace process of the Palestinian Israeli dispute throughout the last decade, since Maastricht Treaty of 1993, the treaty that established the European Union, to understand the European role in the peace process and the limitation of its role in comparison with the American one. As well it aims at introducing the limitations of this role internationally, regionally, internally, and understanding the visions of the both sides regarding the peace process, without focusing on the steps of this process and the European initiatives in details. The study shows the political weakness of the European Union in the peace process and influencing it, in terms of, its economic and financial support to both parts because of many factors. The main factor is the hegemony of the United States after the end of the cold war furthermore, until its occupation of Iraq and its rejection of the participation of the European Union in the peace process. Furthermore, the disability of the European Union to form a united foreign policy because of the disparity among the main European countries around the peace process, the expansion of the union towards the East, the rejection of Israel to the union participation, and the weakness and disparity of the Arab countries. In addition, the study shows, that there are many cards of pressure in the hand of the Union. IF the Union uses them in a good way, it will play an active role in the peace process; the main one is the European assistance to Israel, and the trade relationship between them, also the increase of the economic importance of the union on the international and regional levels.
