Title: المقدرة التنافسية للصناعات الصغيرة الأردنية

Abstract: الملخص تسعى هذه الدراسة إلى التعرف على المقدرة التنافسية لقطاعات الصناعات الصغيرة في الأردن، وبيان أهم محدداتها مثل الكفاءة الإنتاجية وتكنولوجيا الإنتاج، وتحليل دور متوسط حجم المؤسسة الإنتاجية في ذلك. وتطرح هذه الدراسة مجموعة من الفرضيات من أهمها أن أداء قطاعات الصناعات الصغيرة التنافسي يتصف بالضعف النسبي مقارنة بالقطاعات الكبيرة، والذي يمكن عزوه جزئياً إلى ضعف نسبي في كفاءة استخدام مدخلات الإنتاج. وقد اعتمدت الدراسة معيار عدد العمال أساساً في تصنيف الحجم؛ حيث تَعدُّ القطاعات الصناعية التي توظف منشآتها بشكل متوسط أقل من عشرين عاملاً بالقطاعات الصغيرة. وجدت هذه الدراسة بالاستناد إلى بيانات دائرة الإحصاءات العامة الواردة في نشرات "مسح الصناعة" للفترة (2002-2004) أن أداء قطاعات الصناعات الصغيرة التنافسي والإنتاجي يتصف بالضعف النسبي مقارنة بأداء الصناعات الكبيرة، وأن تحقيق المزيد من الكفاءة الإنتاجية يرتبط إيجابياً بمتوسط حجم المنشأة الصناعية. ووجدت الدراسة أيضاً أن الأداء التصديري لقطاعات الصناعات الصغيرة كان أكثر استجابة لمتغير حجم المنشأة وللمنافسة على أساس التكلفة وللإنفاق على الإضافات والتحسينات مقارنة بما هو متحقق في الصناعات الكبيرة. وتوصي هذه الدراسة من أجل تحسين إنتاجية المنشآت الصغيرة ورفع أدائها التنافسي توسيع البرامج التدريبية الفنية والإدارية المقدمة لها، وربطها بأنظمة اتصال مع نظرائها في العالم وبشبكات توزيع أكثر تطوراً ووضوحاً تمكنها من الوصول إلى شريحة أكبر من المستهلكين المحتملين في الأسواق الأجنبية. Abstract This study aims at analyzing the competitiveness of Jordanian small-scale industries relative to large-scale industries, by identifying the determinants of the competitive performance and by following up their effects. It hypothesizes that small-scale industries are performing poorly at international markets relative to that of large-scale industries, which could partially be attributed to their relative inefficient use of production inputs. Small-scale industries are referred by this study to those manufacturing sectors in which the average firm employs less than twenty employees. Referring to the published data issued by the Department of Statistics, it is found that small-scale industries are relatively less competitive at domestic and international markets, and they are less productive than large-scale industries. It is found also that the export performance of small-scale industries are more sensitive to the factors pertinent to the firm size and to price -and nonprice-based competition. This study recommends expanding the training programmes provided to the employees of small industries, and creating communication channels with counterpart producers abroad, as well as enabling small producers to have a better access to potential consumers at international markets by facilitating their links with more developed international distribution networks.
